Ladies and Gentlemen, 

Good afternoon!  

It is a very special day for China-African Union relations. How time flies! Exactly one year ago, we witnessed the opening of the Chinese Mission to the African Union. Today, we gather here again to celebrate the first anniversary of the establishment of the Chinese Mission. First of all, I would like to take this opportunity to welcome you all and extend my sincere thanks for your support.

There is a Chinese saying which goes like this: all things are difficult before they become easy. The first year has not been easy for our mission. My colleagues and I had to do everything from scratch. There seems to be so much to do and we are always pressed for time. We have really worked very, very hard. And we are very proud of what we have accomplished within one year.

As the first Ambassador of China to the African Union, I have now a strong sense of fulfillment. Over the past year, I have seen with my own eyes a rising Africa, full of vigor and potentials, marching forwards day by day. I have been particularly impressed by the great strides made in China-AU cooperation, which can be summarized by three new aspects:

First, exchanges at all levels have gained new momentum. Last year, H.E. Dr. Dlamini Zuma paid a successful visit to China and held in-depth discussions with Chinese leaders and departments on expanding bilateral cooperation. She led an AU delegation to attend the Summit of the Forum on China-Africa Cooperation in Johannesburg, South Africa. During the Summit, Dr. Zuma held an important bilateral meeting with Chinese President Xi Jinping, which provided the new direction for the development of China-AU relations. The Deputy Chairperson H.E Mwencha and some Commissioners also paid successful visits to China. On Chinese side, high-level delegations from Ministry of Foreign Affairs, Ministry of Commerce, and others visited AU Headquarters for furthering partnerships. The first China-AU Human Rights Consultations, the outreach Dialogue between China and African Countries on G20 Hangzhou Summit were held just a few weeks ago here in Addis. All the above-mentioned frequent high-level visits and exchanges have enhanced the mutual trust between the two sides, and laid solid foundation for deepening mutual cooperation in various fields.

Second, practical cooperation has yielded new concrete results. The Chinese side completed the equipment and system upgrading of the AU Convention Center Project not long ago and will soon launch the project of Integrated Service Center. The two sides have worked closely on the "Three Major Networks" of railway, road and regional aviation as well as African industrialization. Initial consensus has been reached on the cooperative framework in railway. Officials and experts on both sides have held rounds of discussions on how to best move forward. China strongly supports the establishment of the African Center for Disease Control and Prevention. We have provided $2 million for ACDC and sent experts to participate in relevant projects. China is willing to provide more assistance and training programs for ACDC. Currently, both sides are now working on the signing of the three MOUs on ACDC, regional aviation and regional infrastructure projects respectively. 

Third, China-African Union's cooperation in peace and security is now faced with new opportunities. Both China and the African Union are of the view that peace and security is entwined with development and the former is a prerequisite for the latter. And peace and development are increasingly important for China-Africa cooperation. In the meantime, many African countries have called on China to make greater contribution to peace and security in Africa. That is why China takes the issue more seriously. China firmly believes that African problems regarding peace and security should be addressed by the African people in African ways. China has played an important and constructive role in settling some hot spots in Africa. China supports African countries in their efforts to enhance their capacity and actively participates in the UN peacekeeping operations on the continent. In fact, China is the biggest peacekeeping force contributor for Africa among the five permanent members of the UN Security Council. So far, China has participated in 16 UN peacekeeping operations in Africa, with the current number of peacekeepers totaling 2700. Last year, President Xi Jinping announced in New York that China was going to provide $100 million military assistance to the African Union in the next five years for the African Standby Force. So my colleagues and I have been working very closely with relevant AU departments and officials on the implementation of this important cooperation project as soon as possible. 

Ladies and Gentlemen,

The Summit of Forum on China-Africa Cooperation, held in  Johannesburg late last year, was a milestone event in the history of China-Africa relations and cooperation, mapping out a blueprint for our long-term cooperation with Africa. At the opening ceremony of the Forum, President Xi Jinping made an important speech and announced ten major China-Africa cooperation plans for the following three years, including industrialization, agricultural modernization, infrastructure, public health, peace and security and so on, which are highly compatible with the development goals and priority areas in the Agenda 2063 as well as the 2030 Agenda for Sustainable Development Goals. These new measures were designed to provide new historic opportunities and impetus for the development of Africa. 

China has been working closely with African countries to expedite the implementation of the big plans of FOCAC Summit. Just give you a few examples. During his visit to Africa early this year, China's Foreign Minister Wang Yi held talks with his African counterparts on the implementation. So far, China has discussed with more than 30 African countries on how to speed up the materialization of some early harvest items within the framework of FOCAC. In Beijing, the Chinese Government has set up special mechanisms designed to better coordinate among various ministries and departments. Furthermore, China has launched the $10 billion China-Africa Fund for Industrial Cooperation. 

At present, China-Africa and China-AU relations and cooperation are now standing at a new historical starting point. My colleagues and I feel very fortunate to be posted here in Addis and strive for a much stronger and more fruitful cooperation with the African Union. So for the past few months, the Chinese Mission to the African Union has worked hard with AU departments and officials about some important programs and projects so as to contribute to early harvests and full implementation of the ten plans. 

Ladies and Gentlemen,

The sound and steady development of China's economy is in the interest of promoting China's cooperation with African countries. Some people and comments in the media have expressed their concerns over China's economic performance and have gone so far as to cast doubts about the prospects of China-Africa cooperation. 

Here I would like to say that it was not at all easy for China to achieve 6.9% economic growth last year. This was not only because of the China's economic size and sluggish recovery of the world economy, but also because of China's proactive, far-reaching structural reforms, focusing on sustainable development and growth quality and efficiency, innovation and new technology rather than sheer GDP figures and higher growth rate. It is true that the engine of China's economic growth has changed to new gears, but it will run more steadily and efficiently and go farther towards our development goals.  

Despite the strong downturn pressure, the fundamentals of the China's economy remain unchanged and indicate long-term growth. New driving forces have emerged out of the structural reforms. Innovation, new technology, new forms of business and new industries are playing an increasingly important role in China's development. In the next five years, China will import over $10 trillion worth of commodities and invest more than $600 billion overseas. China will be able to maintain medium-high growth rate in the years to come. 

So we remain optimistic about the prospects of China-Africa and China-African Union long-term cooperation. China is committed to working with African countries and the African Union to seize and maximize opportunities for win-win cooperation and common development. 

To conclude, I wish to express once again my deep appreciation to the African Union Commission, especially Chairperson Dr. Dlamini Zuma, Deputy Chairperson Mwencha, to the Government of Federal Democratic Republic of Ethiopia, to the Diplomatic Corps and International Organizations in Addis Ababa, and to my colleagues from the Chinese Embassy to Ethiopia as well as to the Chinese companies and compatriots present today. 衷心感谢中国驻埃塞使馆和埃塞中资企业对非盟使团和本人工作的大力支持和帮助!
